Code Enforcement
Planning and Zoning Department enforces the following chapters of the County Code:

  • Chapter 12: Building & Property Maintenance Code
  • Chapter 20: Unified Development Ordinance

Development Approvals
The Zoning Ordinance for Peoria County establishes standards and regulations for the review and approval of proposed development of property in the County. If a developer is unable to comply with these regulations, he/she may apply for a variance, a special use or a rezoning.

Environmental Barriers Act
The Environmental Barriers Act (EBA) empowers the Illinois Accessibility Code. This code ensures that all applicable buildings in the State of Illinois are designed, constructed or altered to be readily accessible and usable by environmentally limited persons.

Erosion Control
The Planning & Zoning Department together with the Soil & Water Conservation Department fight erosion with this service. Erosion control is required on all new construction sites that fall within certain criteria. Eroding construction sites are a leading cause of water quality problems in Illinois.

Growth Management
The Planning & Zoning Department is involved in several growth management activities.

Hazard Mitigation

Permitting and Inspections
The Department coordinates the County's permitting process for building permits, fence and sign permits, erosion control permits, home occupation permits, swimming pool permits, and racing permits. The Department's inspectors conduct inspections for these permits to check for compliance with the requirements of the applicable ordinance. The Department also conducts inspections as part of our code enforcement process. These inspections check for the validity of a complaint or compliance for an open violation.

Regional Issues
The Planning & Zoning Department actively participates with regard to several regional issues. These include the implementation of the Peoria metro area greenways and trails plan, the development of a tri-county greenways and trails plan, the tri-county erosion control task force, natural resources and your development task force events, and sustainable development/Smart Growth initiatives in the tri-county area.

Subdivisions & Land Splits
The Department process all land splits which occur outside the incorporated areas of the County. These land splits involve either subdivisions or tract surveys. The division of land in the unincorporated areas of Peoria County is regulated by the County's Subdivision Ordinance.

The unincorporated areas of the County and incorporated areas not zoned by municipal authorities are divided into the following zoning districts: two agricultural districts; four residential districts; three commercial districts; two industrial districts and a Rural Community Conservation overlay district. Different regulations and allowable land uses apply to each district.

Comprehensive Land Use Plan
Adopted in 2009, the Peoria County Comprehensive Land Use Plan sets forth policies and serves as a guideline for making decisions about future growth and development in Peoria County. The Plan provides a proactive approach to addressing the County's development needs with solutions that are consistent with the County Board Strategic goals. The Plan uses the innovative development techniques of the Service Delivery Study, Market Study, and Future Land Use Map and Matrix, to achieve the Strategic goals. The intent of the Plan is to ensure new development remains consistent with the Plan's three themes- Smart Growth, Environmental Stewardship, and Agricultural Preservation.
