Residential Free Dumping Policy

Peoria County residents are eligible to dispose of one load of residential refuse per week at the Peoria City/County Landfill at no cost. Please note there are multiple guidelines that must be followed. Residents not adhering to these guidelines may be charged at the landfill site.

  • Only residential refuse from your personal, private household is included in this program. This includes couches, chairs, mattresses, and desks. Tip - if you subscribe to curbside waste pickup, check with your hauler to see if you can set out bulky items on the curb.
  • Residents may use vehicles and trailers, but loads exceeding pickup capacity will not be accepted under the program. All loads must be tarped or tied down (see Landfill Tarp Policy).
  • Eligible loads must weigh less than 580 lbs.
  • Residents must provide a current Illinois Driver's License, Illinois Identification Card, or a current picture ID listing a Peoria County address.
  • Anyone who will be exiting the vehicle to unload refuse must wear a safety vest and hard hat. The landfill will provide these for an additional fee.

The following items are NOT eligible for the free load program. Residents will be charged a fee to deposit materials not eligible in the program.

  • Building materials, including wood, drywall, floor tiles, and concrete (anything used as a structural material)
  • Construction debris
  • Demolition debris
  • Siding
  • Windows
  • Roofing materials

Landfill Tarp Policy

In an effort to keep the roads of Peoria County and the City of Peoria clean, the Peoria City/County Landfill Committee has adopted a requirement that all loads entering the landfill be secured or tarped to prevent material or debris from falling off of or blowing out of vehicles.

All loads must be secured by either a tarp or rope/strap. Any loads not secured by either a tarp or some sort of rope/strap that, in the judgment of the scale operator, would prevent debris from escaping, will have an additional fee of $20 charged.

Preparing for Landfill Number 3

The current landfill, Landfill Number 2, opened in 1998. It is estimated to reach capacity by year 2023, and the City and County have been making preparations for opening Landfill Number 3. The future Landfill Number 3 is slated to open once Landfill Number 2 has reached capacity.

Peoria Disposal Company (PDC) was selected as the vendor for Landfill Number 3, and they proposed the addition of a Citizen's Convenience Center for the collection of recyclables and a permanent place for residents to properly dispose of household hazardous waste. This is also known as a Hazardous Chemical Facility.

Many households utilize items such as paint and pesticides, and these products can be hard to dispose of properly. Therefore, we are very excited about this new, permanent facility being available right at the new landfill. In the meantime, PDC has prepared an application for this facility and submitted it to the Illinois EPA to obtain the proper permits.

Peoria City/County Hazardous Chemical Facility Application

These documents were included in the Peoria City or County Hazardous Chemical Facility Application. This application was approved by the Peoria County Board and Peoria City Council in 2013:
