Peoria County Board Chairman Andrew A. Rand is announcing his appointments to fill both the vacancy of County Board Member from District 11 and Peoria County Clerk. Rand, along with members of the County Board completed candidate interviews for both positions on Saturday, August 3rd.
By statute, the responsibility for appointing a replacement to both vacancies is afforded to the County Board’s Chairman, with the consent of the Peoria County Board. The County Board is scheduled to confirm both of the appointments at their regular meeting on Thursday, August 8, 2019 at 6:00 PM CST, Room 403, in the County Board Chamber.
District 11 County Board Member: Chairman Rand’s appointment to fill the vacant County Board Member seat from District 11 is Linda Daley. Ms. Daley spent 28 years as Representative David Leitch’s (ret.) Legislative Aide and is currently Representative Ryan Spain’s Chief of Staff. She served 10 years on the Peoria Public Schools Board of Education from 1986-1996 with three terms as President. Ms. Daley has served on multiple boards over the last 30+ years of service to the Peoria community. “I look forward to working with Linda,” says Peoria County Board Chairman Andrew A. Rand. “She brings a breadth of knowledge and experience from her time with Representative Leitch and now Representative Spain. Linda’s relationships in the community will further enhance our collective board knowledge.”
“While the circumstances of the vacancy remain incredibly sad, I am humbled and honored by Chairman Rand’s confidence in nominating me. If confirmed by the Board, I will work with the other members and do my best to contribute to what is already a high performing organization,” said Daley.
The vacancy was created after the untimely death of Dr. Greg Adamson on June 11, 2019. Dr. Adamson’s term will expire in December 2020. Chairman Rand will appoint her to serve on County Operations Committee, Public, Safety & Justice Committee, and County Health Committee.
District 11 covers northern Peoria, bounded roughly by Northmoor Road and the Village of Peoria Heights to the south; the Illinois River to the east; Detweiller Park and Route 6 to the north; and University Street to the west.
County Clerk: Chairman Rand’s appointment for County Clerk is Rachael Parker. Ms. Parker currently serves as the elected County Board Member for District 5. She was first elected to the County Board in November 2010. After an exhaustive interview process that included multiple Board Members, Parker among them, Chairman Rand found no clear consensus for the candidates interviewed. After deep reflection and in consideration of the County Board’s views, Chairman Rand is naming Parker as his appointee.
“With her nine years of experience on the County Board, Rachael knows Peoria County Government, including the County Clerk’s office, very well,” says Peoria County Board Chairman Andrew A. Rand. “I look forward to working with Rachael in this new role for her.”
“I am honored to be the appointee (if approved by my fellow Board members),” said Parker. “I am willing to serve out the remaining term with no intentions of running for the seat in the 2020 election. My prayer is to make this transition as smooth as possible creating a level playing field for those individuals that have that desire to run for this office. This office it too important to NOT have someone work for the honor of truly replacing Steve (Sonnemaker),” she added.
The vacancy was created after the death of longtime County Elected Official R. Steve Sonnemaker on June 14, 2019. Mr. Sonnemaker was re-elected in November 2018 to a four-year term. There will be an election for County Clerk in the 2020 election cycle to complete the remaining two years of the term.
If confirmed, Parker will have to resign her County Board seat representing District 5, which covers portions of the Central and East Bluffs in Peoria.
